According to the Studying in Germany website, a decision that was made back in 2014 allows international students attending public universities in Germany to avoid paying tuition fees.

The website says that you can find tuition-free universities and choose from hundreds of academic courses. 
While it also says that you can study every subject in English, it does advise that you learn German to support your studies and all-around lifestyle while there. 
In order to apply for free studies, the process begins with finding your school and program. Next, you'll need to ensure you meet all the requirements, which are different for every program and institution.
After that, they suggest you start learning German six months before you apply so you can get your skills sharpened up before you head over there. 
While you can easily find tuition-free schools, you do need to have some money in the bank.
In order to be accepted, you need to have €10,332, which is about $15,760 CAD, deposited into a German bank account to prove that you have enough money to cover the cost of living for a year. 
You will need to abide by any current travel restrictions in order to make the move.
